HRSD has published a draft “table of violations and penalties” for non-governmental social establishments serving persons with disabilities, and opened a public consultation on it.

The draft sets out proposed administrative violations and the penalties that would apply to such establishments if it is finalised. The consultation window runs from 2 August to 1 September 2026.

Why it matters

A consultation is the point at which a draft can still change. Operators have a defined window to test the proposed violations and penalties against how their establishments actually run, and to respond before the table is finalised.

It is also advance notice of the compliance regime to come. Even operators who do not respond gain a month of lead time to close gaps between current practice and what the draft treats as a violation.
